Meet Our 2025 Scholarship Winners

Designed to familiarize our next generation of community leaders with the workings of the Civil Grand Jury, our chapter awards a $1,000 and a $500 scholarship to students who demonstrate knowledge of the Civil Grand Jury purpose and process through an essay, and who demonstrate leadership and involvement in school and community activities.  The scholarships are open to all county high school seniors and students in our community colleges.
 
     This year's first-place winner is Elizabeth Bours from Mills High School in Millbrae.

     
Elizabeth has excelled with a 4.31 weighted GPA. Since her junior year, she has been the sole caretaker of her father, whose status as an immigrant, divorcee, and estrangement from her brother left him isolated. She moved into his home—despite the added commute—and shouldered significant emotional burdens during his recovery from being bedridden, depressed, and anxious. She was the Mills High School Representative to the San Mateo Union High School District Board Council, and she interned with Former San Mateo Mayor Amourence Lee. She will attend Stanford University in the fall.

   

 

Our second-place winner is Ziv Rapoport from Aragon High School in San Mateo.

     Ziv’s passions include playing the bassoon and playing tennis on the high school team, where he serves as captain. In his sophomore year, he moved from upstate New York to California, which was a challenging transition for him. Moving from a small town to the faster-paced Bay Area gave him a new perspective, more freedom, and awakened his curiosity, leading to a more active lifestyle. Along with being the captain of the tennis team, he was the doubles starter. And he’s been the principal first chair bassoonist. Outside of school, he serves as a tennis instructor for children aged 10 to 13. In college, he plans to major in biomedical engineering.

Speakers for Your Organization

The Association provides speakers for any occasion, online or in-person. Our dynamic and informative presentation on what the Civil Grand Jury is, what it does, and why it’s important is perfect for service clubs, houses of worship, homeowners associations, alumni groups, and other civic and community organizations.

Scholarships for Students

The Association offers graduating high school seniors scholarships at select high schools in San Mateo County – our goal is to focus on those schools where student need is greatest. We offer one $1,000 scholarship and one $500 scholarship based on student essays that best meet our criteria.

The Civil Grand Jury in Action

The Association promotes the Civil Grand Jury, which is a volunteer group of citizens who for one-year terms investigate the effectiveness, efficiency, transparency, and integrity of local government agencies. Read reports and learn how to join by clicking the “learn more” button.

The Civil Grand Jurors’ Association of California

The organization is composed of current and former grand jurors from throughout the state. It is dedicated to promoting the understanding of the unique practices of grand juries in California and to educating the public and prospective grand jurors about the beneficial oversight function of the system. This dedication is embodied in their mission statement: To promote, preserve, and support the grand jury system through training, education, and outreach.
